Irecently did it for the second time. First was back in 2010 I printed a map of the feathers and cross referenced it with the game. Now it's a lot easier if you just use you mobile phone. The handy thing is if you go on the database it tells you how many feathers are in each district and how many you have collected in each district.

In order to get it you must use a specific technique of bouncing from the wall. Climb on the first beam and turn to the wall. Then run at it and push off to the left.
